Tags below 25 links are shown dimmed and carry noindex, follow: they stay reachable from here and keep passing links onward, but they are not offered to search engines as landing pages. Over half the vocabulary holds two links or fewer, and indexing those would put several thin pages in front of every page that has something on it.
